The Strategy and Planning AVP defines and manages the enterprise technology strategy and roadmap aligned to the business strategy as well as the enterprise technology strategy to portfolio execution through funding allocation, agile portfolio operations, and lean governance.

RESPONSIBILITES

  • Develop and maintain the technology strategy, roadmap, architectural principles, standards, policies and solution governance

  • Facilitates the Lean Portfolio Management function decision-making and financial accountability for the products and solutions in the portfolio

  • Plans, monitors and assess budgetary requirements and participate in preparing the budget in alignment with strategic initiatives / objectives to fund value streams given understanding of technical complexity.

  • Coordinate, sustain, and improve value streams

  • Forecast future budget needs, measure portfolio performance, and coordinate required compliance activities

  • Working with the value stream leads, translate business strategy into technology strategy and ensure that capabilities required by the business are enabled.Accountable to ensure technology strategy enables capabilities required by the business

  • Manage the business relationships with functional leaders, such that input (goals, challenges, gaps) is captured quarterly, and shared across value streams

  • Working with Architecture to develop overall technology architectural direction and define the enterprise technology roadmap. Ensure industry technology trends are brought to strategic solutions

  • Define and drive the Dev/Ops agenda, working with EBDM, Release Train Verticals and CIO community

  • Drive smarter technology investments through changes in application, infrastructure, process, and IT tool architecture. Influence this by staying abreast of new technology advancements and seeing how it might fit into the target state

  • Establish and manage the strategic and/or operational relationship with suppliers/partners and supplier/partner relationship governance

  • Participate in supplier/partner selection, assist in setting selection criteria and potential supplier evaluation.Monitor strategic fit of supplier’s overtime. Manage technology skill set needs with suppliers/partners

  • Develop the right relationships and forums to ensure strong voice of customer and industry trends are brought to strategic solutions

  • Work closely with SSRE to develop and validate the sourcing strategy.Partner with Lean Portfolio Manager and Release Train verticals to develop and validate sourcing strategy.

  • Develop and mentor technical talent.

  • Participate in the identification and definition of development value streams across the portfolio

  • Review business strategies and initiatives on a periodic basis and consider a long-term planning horizon, including reverse demand from CIO/CTO/Vendors

  • Ensure supply aligns with investment plans and the IT strategy (e.g., workforce planning)

  • Develop and maintain a workforce strategy, inclusive of vendor partners, such that the ratios of employee/vendor, onshore/offshore, HIG offices, etc. are considered to achieve an optimum balance

  • Ensure the investment prioritization process is transparent and collaborative

  • Coordinate, apply cadence, and synchronize across value streams to ensure cooperation among a set of solutions

  • Establish portfolio flow to visualize and limit Work in Process (WIP), reduce batch sizes of work, and control the length of longer-term development queues

  • Set and adjust the value stream budgets within the portfolio periodically to meet changing business needs

  • Oversee portfolio performance and coordinate the reporting of key portfolio metrics (e.g., employee engagement, customer satisfaction, productivity, agility, time-to-market, quality, partner health)

  • Monitor overall department financials

  • Oversee Personal Lines communications such that we communicate effectively with our employees and extended team so they know what and why we are doing things and driving a high level of engagement;

  • Drive the change management approach for the workforce transition to Agile and create a community of practice within Personal Lines Technology for Agile Sustain Leads to share and leverage best practice

  • Coordinate a continuous approach to ensure compliance with audit and regulatory requirements

  • Mature a culture of continuous improvement and innovation, adopting “OwnIT”, Agile and DevOps mindsets, leveraging Harvest, enabling high performance

Qualifications:

  • Ten years or more years of experience in managing and directing highly complex, large-scale, multi-project development teams

  • Seven to ten years of industry experience preferred with strong business acumen

  • Bachelor’s degree or Master’s degree in relevant field

  • Strong strategic planning capabilities

  • Strong leadership and influencing skills at the senior management level

  • Strong knowledge of architecture frameworks, concepts, emerging trends, and best practices as well as Agile IT financial management practices

  • Strong knowledge of software development processes and procedures to understand team needs includes fundamentals of iterative and incremental development

  • Good Industry knowledge and ability to understand competitor or future competitor's strategies and product roadmaps

  • Ability to develop and articulate a technology innovation vision and roadmap

  • Proven ability to develop talent within the team through coaching, opportunities and team growth by fostering an environment that is a destination for talent

  • Requires dynamic leadership ability that can develop and energize cross-functional multidiscipline, high-performance work teams to learn and apply new skills/techniques to business needs, as well as demonstrated ability to influence people at a variety of levels internally

  • Experience with agile methodology and frameworks like Scrum, Kanban, XP, etc.

  • Will have a mix of direct reports and matrixed reporting, provides coaching/feedback to ensure team success

  • Mature a culture of continuous improvement and innovation

  • Provide leadership to direct and indirect reports to ensure business deliverables are met, while providing timely coaching and feedback

  • Engage and enable high performance through fostering an inclusive environment while maximizing agility through learning and talent
