This position is for a Manager, IT Delivery Lead in the Group Benefits Technology organization. The IT Delivery Lead will be responsible for managing the execution of portfolio initiatives as well as application maintenance supporting the Group Benefits Billing Applications. The manager will be accountable for a team direct and indirect (vendor) that deliver application enhancements and a multi-year capabilities roadmap supporting our Billing functions.

Functional Responsibilities

Collaboration role focused on project leadership of HIG/onshore/offshore/vendor technical resources (across functions/technologies/value streams), including HR responsibilities for employee direct reports and securing necessary IT resources for the initiatives.

Accountable for delivery of the committed capabilities and strong risk Management – anticipate what is coming in the next 30-90 days, and working across teams, developing mitigation plans and approach.

Manages financials by developing resource plan including allocations and ensures IT time tracking and planning tools are loaded and kept current for staffing plans.

Navigate across cross-organizational boundaries, resolving conflicting priorities when necessary. Drives Technology Enablers, technical debt management, execution, and delivery in collaboration with the Value Stream Owner and Solution Architect.

Facilitates periodic meetings with Scrum Masters to discuss their Scrum Team’s health.

Agile Responsibilities

Support the scaled Agile processes at the program level, including planning periodic reviews and planning sessions with team and product stakeholders, such as Release Planning, the Inspect & Adapt Workshops.

Serves as an escalation point within the RAPID decision process for the Scrum Master. and encourages collaboration between Scrum Team and Solution Architects.

Partnering with coaches, ensure teams are operating using Agile practices including use of backlogs. Ensure code quality and other enterprise efforts for best practices are adopted (e.g. DevOps). Provides content for Transition to Operations plan for all technical solutions.

Manage release coordination and requirements for environment build and preparation

Requires and ensures compliance to established policies, standards, and guidelines, including IT risk management and control (e.g. security auditing).

When necessary, cross value stream collaboration and coordination.

Ensures the technical excellence of the solution by engaging all the necessary enabling partners.

Qualifications:

  • Strong Knowledge of Agile methodology, frameworks, theory, rules and practices.

  • Strong knowledge of software development processes and procedures to understand team needs includes fundamentals of iterative and incremental development.

  • Strong Knowledge about Agile techniques: User Stories, Continuous Integration, Test Driven Development, Continuous Testing, Pairing, Automated Testing, Burn Down Metrics, Velocity, etc.

  • Experience applying Lean Thinking and Systems Thinking in large organizations.

  • Experience working in an Agile organization using Scrum, XP, Kanban, Scaled Agile Framework (SAFe), or other scaling model is preferred.

  • Resource Management Skills: ability to determine supply and demand and obtain necessary resources across a matrixed organization to complete the work successfully.

  • Prior experience affecting change in organizations towards agile adoption and sustainability.

  • Ability to work across all levels of the organizations and within matrix environments.

  • Capability to build empowered teams who can operate independently.

  • Seven to ten years of experience in managing large-scale, multi-project development teams.

  • Scrum Master industry certification.

  • SAFe Release Train Engineer Certification is a plus.

  • SAFe Certified Scrum Master (SSM is a plus).
